This is a good tool which enables you to use 3rd party themes form external links by patching your system files.

If your system files are already patched, then it will not work on your system.
Don't worry if you are facing problems, then you could get fresh .exe files from its original site. But if it doesn't work, then you can repair your Windows or reinstall it.
